According to what a few posters have said, I believe it essentially winds up being a throttle controller to allow more fuel earlier. I'm not sure if 'flooring it' would produce the same effect or not. Probably the Venom 400 controls the increased flow of fuel better than a fuel throttle lead foot could. I'm not sure how effective the Venom 400 would be.
BUT if you are interested in and/or have serious mods already done, you can buy a junk computer(make sure its the EXACT same car model not just the same year) and swap your computer for the junker. That way, you can send your ECU into JET and they will solder off, reprogram, then re-solder your computer chip for a performance tune. All you do is tell them of the mods you've done and they reprogram your ECU to best utilized the increase performance after you've modded. All you have to do is slap that baby back in once they send it back. Here is a link to this "Import ECU Tune"

So, its a much better option than the Venom 400 could ever be. This is only recommended if you are doing serious modding. A simple air intake isn't worth it. Its more for turbo applications or at least after you've done several performance mods.
