Well, smoke is usually oil getting in the exhaust, either through the rings or head.

A little more information would help us out.
What motor is in the car?
Have you done a compression test?
Have you done a Leak down test?

Check compression and leakdown ... Either the heads are rebuilt wrong or the cylinders are worn and causing blowby either would show up on a compression test

Compression Test was great.
Could it be a bad vaccuum line or bad EGR Valve?
