P0715 code

1996 Dodge Avenger ES; OBD code P0715; failed state emissions inspection TODAY !! Anyone offer any help for the most common causes of this OBD code?: P0715 - Input/Turbine Speed Sensor Circuit Malfunction. I have a code reader and can reset it, but the code becomes "pending" (MIL light NOT on) again after a short drive cycle. I've got 15 days to fix this thing and get it retested. I wish to stay away from the dealer at ALL costs.... because that's what it would be, ALL COST. Any help or suggestions would be appreciated.
