Default Wind/Rain Coming Through Door Seal on 1995 Dakota

I have a 1995 Dodge Dakota 4X4 extended cab. The drivers side door has water coming in around the door seal above the window. While driving down the road there is a continuous whistle while driving down the road due to air coming in at the top. While driving down the road I can reach up and pull the top of the door in a little and made the noise stop. Does the door need adjuster or does the door jamb seal need replaced?

Probably the seal needs to be replaced. www.jcw.com or http://www.steelerubber.com/

Check the door hinges for play also.

Can the latches be adjusted to close a little tighter?

yes they can, but it might make it harder to close the door properly...
