Default 92 dakota 5.2 injector electrical problem

About a week ago my 92 Dakota 5.2 started to miss and blow white smoke smelling of raw fuel.I put the scanner on it and came up with the fault code #27 injector 7 control circuit. I borrowed as set of noid lights and when i tested #7 it's getting constant power while running. The one others are pulsating like normal. I'l leaning toward the ECM,but looking for suggestions. Thanks ahead of time.
