P0700 and running out of parts to replace
So I've had no speedometer for over a year. This truck is hopefully going to pass inspection in North Carolina. Any help would be appreciated beyond words.
Bought this truck in Michigan, 2002 durango. Before purchasing, I helped the original owner replace the water pump and thermostat and driveshaft, couple other minor things... when I purched this vehicle all was fine until (bad I know) I went water boarding with it. Got it stuck up to the running boards. I took the durango to the car wash afterwards and sprayed it down really really well. Drove it home and next morning... ABS light, brake light, CEL, no odometer, no speedometer, code P0700.
Parts I have changed specifically for speedometer -
Transmission Control Module (jeep cherokee mod)
Rear differential ABS/speed sensor
Both input and output Transmission sensors (45RFE)
Bled all 4 brakes (heard this can cause issue)
Changed differential fluid several times
I do receive voltage at the wire going to every single sensor, though I can not test if there is a change with speed. Assume 12v that means the wire has little or no resistance.
I have read that the speedometer is controlled by the ECM and also the ABS system. These are literally the only 2 items left to change but I need more information before I send this 18 year old truck to the dealer to reprogram an ABS module or pay a LOT for a new ECM.
Is there any other possible item that would cause this? If I do the guage test on the dash it does cycle through fine so I do not believe the dash or needle is broken.

No other code is shown. I have an OBDII reader and it only shows P0700. I'm well aware that an actual scan tool would be the best option here to read the ECM/PCM or the ABS system but unfortunately a trip to the dealership isn't really an option...
