P0443 Plenum gasket

My 1999 Durango with a 5.9 started to throw P0443 code about 2 months ago. Around that time i took off the throttle body and decided to clean it a bit. While doing this I noticed that there looked to be oil in in the back of the intake. This seems to be indication of a bad plenum gasket. Since money was short i decided not to replace it at that time. Now i am trying to track down the p0443 issue. Could it be possible that the bad plenum is causing this code to be thrown? I have searched and have came up empty on linking the two together.
So far in trying to track down the code I have done a visual inspection of the hoses coming from the evap canister purge sensor. I looked under the durango towards the fuel tank to see if the hoses looked dry rotted. None did.

So after reading a lot more on the subject it is an issue with the purge solenoid. So my issue with the plenum gasket should not matter. While trying to understand what was wrong i noticed that both wires had voltage coming across them. The wire to the left (the red wire) has 4.07 volts when the truck is on and goes to 0v when the truck is off. The wire to the right (blue, green, sorry i am color blind so what ever so bare with me) had 14V when the truck is running 12V and with the key on. 0v when the truck is off.
