+1 on the reset.
It sounds like your running too rich. You may have a short in one of the wires going to / from an O2 sensor, or the PCM just needs to relearn via the reset.

P0131 1/1 02 Sens Shorted To Ground
P0132 1/1 O2S Shorted To Voltage
P0145 1/3 O2S Slow Response

Replace the spark plugs with Champion Copper plugs and gap them to .040 and install.

Next check fuel pressure at the rail. Anything under 50 psi I would replace.

Check the coil, do you have spark?

Also ensure there is no oil or corrosion in the drivers side O2 sensor before the CAT. Replace this sensor with a Desno or NTK sensor only and reset the PCM.

The P0145 might just clear when the system is running correctly.

You might get lucky and not even have to replace the o2 sensors. I bought a new downstream sensor, and when I went to install it, I noticed the old one had just gotten unplugged.
