Default 1G Intrepid - No reference voltage at crank and cam sensors??!

So the car wont start. There is no 8V at the reference voltage pin on the 2 sensors. I checked at pin 7 on the PCM - same thing.
hmm
Also no 5V at the pcm. The PCM is getting 12V from the batt and the grounds all seem fine.
I bought a junkyard PCM, and it was exactly the same.

Any ideas?! (Dodge service guy says u cant use junkyard pcms as they must be programmed to the vehicles VIN) dunno.
