Question speedometer runs at 70 mph in park

I have a 1995 Dodge Intrepid that the speedometer went crazy on. When I start car the speedometer, and odometer run while car is in park, When driven the car will not shift out of first gear.
I have replaced the transmission wire harness as the wires were melted, and also replaced input and output speed sensors and this has not helped. I hear something on the passenger side but not sure if that has anything to do with it.
On blocks with car in drive or reverse the passenger side tire does not turn. Help Me if You can Please, I don't want to put more money into this car for nothing.
