Yeah it doesnt throw any codes. Does the egr valve need replaced if it is stuck or can I take it off, clean it and put it back on?

It's worth a try they do tend to get carbon build up.
When My 95 did this I found a low mileage one at the wrecker. Sometimes if you tap the EGR it will temporarily loosen and will then start OK for a while.
