First time a/c help

Previous owner said they add 134a every summer and the ac lasts through the summer. I bought the car a couple weeks ago and the ac didn't work (hasn't been charged for this summer). I want to find the leak and fix. So I bought a manifold set, dye, and 2 12oz cans 134a. Without the car running there was a little pressure in the system. Turned car on and cranked the ac. So I put my 134 on the service line and opened the low side (blue) and in it went. Fans were running and engine rpms changed but I don't recall the compressor ever kicking in at first (don't really remember). Low side (blue)pressure kept climbing, I hit 70psi and stopped adding. High side (red) barly got over 60psi. In the end the clutch definitely wasn't kicking in. No cold air blowing. Do I need to start diagnosing the compressor clutch? Fuse is good. That's where I ran out of daylight. What next?
