the clutch fan SHOULD BE SPINNING WHENEVER THE ENGINE IS ON, however it should not be making a whole lot of noise while the engine is on
simple way to check the clutch is to spin the fan by hand with the engine off, if the fan doesnt spin its seized, replace the clutch, if it spins 1/4-1/2 a turn, its fine, do nothing else, if it spins more than 1/2 a turn its worn out, replace the clutch

This is what I just found:
http://www.mwrench.com/Whitepapers/FanClutchtest.pdf
Originally got it from my younger brother who has been a mechanic for 30 years.
I have done the newspaper thing with an old radiator rubber hose and it works.
On one vehicle the fan blades stopped and on another they did not.
Good luck

i can not recommend doing that test, putting anything near the moving fan blades is a recipe for disaster IMO, someone is going to do it and loose a hand, NEVER EVER PUT ANYTHING NEAR A RUNNING FAN OF ANY KIND even if its not your hands going near the fan, if a blade grabs whatever you put near it that object WILL be thrown by the blade, you COULD (depending on what you are using) damage the fan blade, or your property, or even get hit w/ the projectile yourself
