i did but don't want to force it and have a bunch of plastic bits fall into my engine. I've tried it hot, I've tried it cold, it rotates a little bit (1/4") but it starts to rotate a little off center.
it's quite bizarre, I've never experienced anything like it but it is the first time I've had a vehicle with so many plastics bits attached to a hot engine.
i may have to remove the intake resonator etc. and see if i can replace the the cap / filler tubes as a whole assembly, from where it attaches to the engine. seems a little ridiculous to have to go through all that for probably the simplest of engine components......

Sounds like you need one of these....
I use it almost daily doing oil changes on these mopars... mostly its the Jeeps, but occasionally a Dodge will do it. It is metal, but I've never seen one hurt a cap nor have I had to put the 3/8 ratchet in it.

Let your engine get warm, and while at operating temps, try loosening it then. My car has done this a few times to me. Warming the engine up def helps...ALOT!
I'd recomend cleaning it with a non-harsh chemical. That means no brake cleaner. Use Seafoam if you have it and make sure you lubricate the cap seal with some fresh oil.
Ohh, and clean the filler neck out too. It's prob gunked all up with a film of semi-slimy/hardened parrafin wax.
