Default Voltage Regulator, Alternator or Battery? 1999 Dakota

I have a 99 Dakota, 5.2L V8. While driving, my volt gauge slowly drops from 14 to about 9, lights dim and engine sounds like it wants to stall. Rear end feels like it's locking up (it bucks as the engine chokes.) Then the volt gauge climbs back to 14 and in a couple minutes does the above routine again. It idles fine. Only happens when in gear and cruising.
I read the voltage reg. is in the computer.
Does anyone know what I can do to test what the issue is? VR in Comuter, Alternator, Battery?
