Default buzzing from nv233 motor

i have a 2001 dakota 4x4. it has the the 4.7 with the 45rfe and the nv233 transfer case. the issue is that in park and neutral the motor for the transfer case seems to buzz. at first i couldn't get any lights on the selector switch. i replaced the tccm. now i have lights except neutral light. it will no go into any gear except 2wd.
i have a 2002 durango with the same setup for parts. what i was reading is that there is a mode sensor switch. what does it do and could this be the problem of it not working?

The mode sensor tells the TCCM what position the transfer case is in.

Do you have a meter? Can you post all the readings on the connectors going into the TCCM so we can try to identify a problem?
