Default 2004 Dodge Neon hard to start in cold temp

I am new to the forum. I am having an issue with a 2004 Dodge Neon SXT. This is an issue that began very recently and seems to be weather-related. When the temperature drops below 30-degrees, my car is hard to start and dies at stop signs and red lights. Once the engine warms up, it runs fine. Also starts fine when temperature is above 30 degrees. Battery has been replaced. Three different mechanics have been unable to diagnose the problem, including mechanics with the Dodge dealership.

What brand/type/weight oil are you using? What gas do you fill up with at the pump?

I wouldn't think type of gas would matter as far as octane, 87+ should all be fine. I'm curious about the oil though, also curious about the alternators and proper functionality. It may not be charging the battery properly and load on the electrical system could be under too much stress depending on what you have running.
