Default Pcm?

If i found a pcm with identical p/n will it have to reprogrammed to start? I know i would eventually have to have it flashed for the vin/mileage to match for my next inspection.
I just don't know if the skim matters if the p/n is identical.

The SKIM is unique to each car/PCM. The same P/N just means that's the right part for the car, but it still needs to be programmed if you have the SKIM keys.
