My friend's 2002 AT Neon is suddenly acting very strange. Worked fine when last driven earlier in day, then went to start and upon moving ignition switch into "start" position, 1) the starter did not turn over and 2) all the gauges "acted strange" (moved to opposite position?) and all power was lost for approx. 20-30 seconds. After 20-30 seconds, then the ignition could be set to "run" and all electronics would function again, until the next attempt to "start", and the blackout process described above would happen again. Since then, he replaced the starter/solenoid, and no change to the behavior. Does anyone have any idea what is going on here? Thanks in advance for any insight into this situation.

 

They do that when the battery voltage is low.
