Default Loose and sticky PVC hose

Hello All!
I have a question


My engine started making a whiny noise in idle. When I accelerate, the noise goes away until the second I let off the gas. I checked under the hood and noticed that the exterior of the PCV hose (bottom hose?) was wet and sticky. As I was wiping the hose off it easily came loose off the PCV valve. I placed it back on and it stayed on during my drive to work, but it does not fit snuggly on the valve and I am concern why it was that loose to begin with.


Do you think the wrong valve was put on during last repair? Or is the hose suppose to be kinda loose? Should I get a hose clamp?

So the hose is on order. But the whiny noise is definitely coming from the hose. I can't see or feel a leak, but the hose flattens when the engine is running and vibrates. Does that mean that the valve is clogged? When I grab the hose and squeeze to unflatten it, the noise goes away
