EDIT: Can you tell us what "clicks", when you go to "start" to crank the engine?
Neutral switch is new and connected. I cant pin point exactly wat it is. Maybe starter but its new and i double checked the connections and it was good. Even before changing the started the old one i had the same issue

Nuetral safety switch? Linkage letting the trans go completely into park? Will it turn over if in neutral?

The switch is new. Wont crank in park or neutral. Has same issue with old and new switch.

Running out of ideas on what it could be..

^+1 on the starter relay. Hang in there & don't despair, your about to find the culprit.

switched it with the horn relay since its the same and same issue.

Ok, good test & feedback. Can you hear, or feel the starter relay "click" when your helper turns the ignition switch to "start"???
If so, try thumping the starter motor with a broom handle, or the like & see if it'll wake up & crank the engine.
If no joy with the thump test, with your multi-meter, or a 12 volt test lamp, check for switched B+ to the starter motor when your helper turns the ignition switch to "start". If you have B+ to the starter motor but it won't run, remove it & have your favorite auto parts store bench test it before replacing it.
Also have the replacement starter bench tested Before leaving the store with it.
Let us know how it goes.

I thought it was the starter as well. I replaced that with a new one and still does the same thing. Yes it clicks but wont crank..

Ok, what "clicks", the power relay, or the starter motor?

if starter, sounds like a low battery or possibkly even a bad "new" starter
