How do you know the radiator fans aren't working? I can't tell if they're on usually with the A/C on unless I'm out of the car. Is it pegging out or is it just rising a little bit?

I don't think I've ever seen the temperature meter on my Neon go over a quarter of the way up, even with heavy driving. I doubt, however, that you have a problem unless it goes over halfway up.

You need to test that coolant system for holding pressure, that inclused the cap. If system is tight, it is either a pump or thermostat most likely. Check the fins on your radiator for dirt build up. Escpecially between the AC condensor and raditator..

did you ever mix the coolants?? you know dexcool with the regular yellow ****?? bc that basically causes it to sludge up and mess everything up... might want to look into that one..
