Default Rear passenger seat belt retractors

Anybody have a problem with the rear seat belt retractors not locking? I can't get them to catch no matter how fast or far I pull them out. Makes me think the inertial reels are faulty but is there something I'm missing? Are they somehow electrically connected to the brakes or something crazy?

Start the engine, have someone step on the brakes, then give 'em a yank. see what happens.

It's a PIA to pull the panel off and check for lint build up from the belt on the gear.With customers with the same problem,. cleaning the rack cleared the problem.

So finally got around to pulling the rear seat and removing the retractors for inspection. I did not get lucky, no lint, just broken plastic pieces inside. Guess I'll be looking for a couple replacements...
