No heat at idle

ok i took the blend door motor off and the plastic peice inside is not broke, i manuall turned the door my self and got a lot more heat at idle, i also noticed that the motor kept turning , it never stoped or anything


any ideas on this maybe the servo motor is bad, i am going to take a multimeter and test the plug to make sure the controll head is not bad
