Default Adjusting valves on 1997 318 5.2

I am trying to live the past adjusting solid lifter applications with a feeler gauge. The manual for my motor says torque the rocker arm retaining bolts to 21 foot pounds. Is that it for adjustment and does the valves I am adjusting need to be open or closed or does it matter. Help
