Default Power locks and keyless entry

So I while I was working under my dash today I found a Dodge Ram key fob. Batteries were bad so I replaced them but it didn't do anything. I have never had another remote working so do I need a dealer to program this remote?
I checked my build sheet the truck does have it. Also while I was searching I have power locks but I can't open the passenger side from the driver side by turning the key to the right twice. Wondering if there is some issue or it doesn't always come with power locks.

Don't have any idea, but I fixed the title since I didn't know what "andy eyeless entry" was.

Call the dealer service department, and see what they have to say. Might have to have them program the first one, then, you should be able to do any others. (might be in the owners manual too for that matter.)
