No he isnt, why on Earth would you put RTV there? That will do nothing but encourage a leak... plus its gonna allow the hose to slide around on the barb easier dont you think? RTV does not go on fittings like that. Do you ever see plumbers using pipe dope on barb fittings? No you dont, for that exact reason. The situation is the same.

There are place's that rtv, thread sealant, pipe dope, thread tape are to be used and not used. A rubber hose going onto any metal/plastic fitting barbed or not should be done dry to achieve best sealing properties. Scuff and clean the metal part but don't use any sealant.
