Will a scanner talk to it?

I would suspect a failed central timer module then. That's how everything on the truck communicates.

Get the service manual for your truck
here. There is a component locator in section 8W. that'll tell ya where it is, and may even have some test procedures.

I'm confused. Are you trying to install a used PCM onto a 1999 Dodge Ram 5.9 gas motor 4x4 truck or swap the PCM from a 1999 Dodge Ram 5.9 gas motor 4x4 truck onto another vehicle? Please explain further with additional details, as there are a lot of PCM differences for the gen 2 trucks.

Check power feeds and grounds for the PCM.
