Default Hydraulic brakes of RV

We have a 2010 28E33 fifth wheel trailer. I am pulling it with a 2013 2500 Ram Hemi. We just got home from a trip and on the highway just great. In town with the stopping and going the truck and trailer we lugging off the start, almost like the brakes were still applied. It was even worst backing it up to park it. Just for information we had new tires put on the trailer before we left on the trip. The truck has a setting for heavy trailer with hydraulic brakes and I have the brake set at 1.5. . Thanks for any help in this matter.
