Default OBD II and check engine light dont work

I went into get emissions done a week ago and my obdII wouldn't put out power to get the emissions test done. Also my check engine light wont come on either even when I turn the key to on to do a light check while the engine is off. I replaced the cig lighter fuse cause it blew but that didn't help. would the power seat fuse affect any of this cause its completely missing. any help would be appreciated.

It has a lift and it has headers now but that's how I bought it from the guy

Check to see if it still has the o2 sensors. Who knows what could be missing. Par for the course when buying a modded truck and then trying to get it to pass emissions inspection in an area that requires it. Could be the bulb is removed from the CEL indicator because of the mods.. Many things to be checked.

I checked those they seemed fine to me, is the iod fuse in the fuse box in the dash or under the hood?

Actually I never checked the bulb but would it put out a charge still atleast if the bulb is shot?
