Brake squeeks when NOT applied, stops when applied

Default Brake squeeks when NOT applied, stops when applied

took it to a mechanic and he said the brakes are fine but they are just cheaper and squeak like that, told me nothing to worry about if i want to replace them its ok but if i can live with the squeak no big deal either. At the time i decided to live with the noise.

Now have extra time and money so sent it out to another guy for oil change plugs i had a hole in my resonator so they just gonna put a pipe on it etc... but said he wont do the brakes because the brakes and rotars are completly fine (and of course he doesn't hear the squeak now that ive been dealing with EVERYDAY for the past 4 months)

Could there be an underlying issue making the squeek? If brakes seem perfectly fine to them maybe its something else but what else could it be? it squeeks when im driving (as tires rotating) stops when im stopped or when my brakes applied the sound goes away. Any thoughts?

Wheel bearings? CV joints? Is it really loud?
