Tie-down hooks under spray-on liner

Default Tie-down hooks under spray-on liner

I recently bought a 2005 with a spray-on bedliner. Whoever installed the liner sprayed over the rubber covers of the tie-down hooks under the floor of the bed (near the front). Since I would use those hooks if I could get to them, I have two questions. First, would it be stupid to try to cut the sprayed-on material around the rubber covers? I can get a fingernail under the ends, but the sides are solid. Second, if I can cut it, what should I try to cut it with? I've never owned a spray-on liner before so I don't know much about them.

Sharp knife or razor blade would probably work just fine.

Hell if you don't care about the rubber cover just get a flat head and a hammer and punch it out.
