It says no muffler cutout or other devices are allowed. It is very specific about using the word cutout and it does not limit it to highway use.

well the guy who wants my grill and inserts still hasnt paid me. he said he is on friday. then i was gonna sell a couple of other little things to get it. i only have one more week of school left

Well if you only have to wait one week that is not too bad. I have 5 more weeks of work before I start summer vacation .
