You know what's sad? A few guys on a Dodge forum did a little research and fixed a known issue that Chrysler's own dealers don't have a clue!!!!
Try searching.. Im pretty sure it was on here .. there was a TSB for the third gen wiper motor assemblies.. something about the vented casing or something.. I cant remember 100%

Guys,
The relays set up the full time low and high speed, they also setup the delay. If you look closley at the wiring diagrams, the normally closed side of the relays sets up the "park" condition signal to the computer to tell the relays to both open the connection. It is the N/C condition that is lost, which is why they don't stop when they should, or "run for no reason" when they're turned off. Took me a while to figure it out---and yes I had the whole front cowl off and checked out the wiper motor and the "sweep" box that connected to the motor. More often than not----its the relays screwing up the signal to the computer
