If it is original belt at that many miles, that belt is probably shot. I don't usually have belts last that long for me.

Ok so I went out and took the belt off and started the engine, no noise. Turned the pulleys, they turn freely and when shook them, the Power steering pump pulley moved. Not moved as in wiggly and dangling but like a small click movement in and out. Not enough to throw the belt off track. The belt is in good condition but as you all said its old and could use a changing. The Fan pulley is nice and sturdy. Now i just have to figure out how to go about removing the front part of the truck like the frame, radiator and fan shroud to get to it easier.

That's overkill, go buy a belt first and see if that fixed your problem, at that age it should be replaced as preventative maintenance. If it still makes the noise with the new belt keep digging.

It could also be a defective tensioner as well. Did you check the idler pulleys, do they spin without any roughness? It doesn't take much roughness when spinning by hand to turn into a whine when spinning at 2,000+RPM.
