Anyone know the torque specs for the upper control arms to the frame

Manual says 120 ft-lbs.

Correction. For 2002 it says 97 ft lbs. The 120 was for 2003. Not sure why it changed.

Ok, if the old bolts come out is it ok to reuse them or should I get new

Assuming that they look ok (not corroded too much) I would reuse them. Those bolts aren't torqued to deformation like head bolts are. Might want to clean up the threads at least.

Ok, last time I had it aligned, the tech said he got it loose enough to get in align but was afraid of breaking it

Hit it with PB Blaster several times and let it sit for awhile. Hopefully they will come out ok.
