update:

sunburst08 you were pretty much right, I checked the bulbs and panel for any burns and it was all good, I started messing with the wires and pushed them in and the lamp out light went off and brake light came on ,so I put a zip tie and electric tape on it to ensure it doesn't wiggle around, funny I changed the circuut board and that didn't help it, but at least its new
