Unhappy IAC or Throttle body

Hey guys,
i'm having a weird issue with my Ram 1500. it seems to struggle a lot just to move. and doesn't like to coast very much. when i reach certain speeds, i feel it slow down almost as if i was stepping on the brakes. when that happens, i see the rpms fluctuate a bit while its downshifting. i took out the electronic throttle body to clean it. its seems to be opened a little bit. is that normal?? and do 2011 dodge ram 1500's have IAC's? i couldnt find one.
