using the template provided (I copied mine to preserve the install instructions) mark the locations of the holes and drill small pilot holes. Once the pilot holes are drilled, use either a very sharpe drill bit or use 2 more steps to get you to the size you need. I ended up going all the way thru the frame and had to find longer bolts. I had to make sure I cleared the tranny cross-member which is welded to the frame so when you pic your spot, look behind it. You will need a right angle drill to get in there.
Note: these images are of the 1st location I picked... I ultimately went horozontal since I dont want the filter hanging below the frame rail.
