Chiltons scan tool cd combo any good

Hi, as I indicated in the welcome area I have electrical problems with my 1999 3.0 L Caravan.
I just saw this ebay item #280141570981 for a 1999 Dodge Caravan Service Manual Scan Tool combo.
If anyone has ever evaluated one of these OBD-II scanners and cd combo please tell me about it.
