Default Top of strut tower is rusted

I have a '98 Grand Caravan. The tops of the strut towers are showing a lot of rusting, and rusting through the tower in between two of the three mounting nuts.

I'm wondering two things:

1. Isn't this a safety issue? I don't want the strut to break through the tower while I'm driving. But I've had it at the garage a few times, and nobody seems to care.

2. Can this be fixed? I've heard of kits that can be used. Has anyone done this?

Seems like if I can't fix it, and if it's a safety issue, then the van is toast. But I like the van and want to keep it going.

T.S.B 23-044-02 for a kit to repair the strut towers. If you like the tsb notice send a email or pm. Leonard

Thanks everyone for the great info. I've been able to determine that this is a definite safety issue, and it's definitely fixable. Follow-up question. Based on my picture attached in the initial post, would you consider this an immediate threat to road safety or canIstill take it on the baja?
