Default Starts but runs rich and ruff

I have a Caravan with a 3.8 engine that during cold weather sometimes starts hard and runs very rich and low RPM, once started. It may or may not come out of it. If it does, everything will be normal until coming to a stop and it will chug and RPM will be low and it will die before completing stop. Also must hold accelerator down. Has no malfunction lights or codes. This is an intermittant problem. Some mornings it can be 10 degrees and it will start and run fine. Next morning it might be 15 degrees and it will act up.
