Default Fans for radiator inoperative-98 Caravan

Done the following checks so far:
40A fuse:OK
Replaced solid state relay
Checked ECT sensor:8K ohms cold-800 ohms hot
jumped 12vDC driectly to both fan connectors:OK
All wiring appears to be OK. Is there a reflash for the Caravan haing a fan problem? I'm trying to avoid buying a new PCM if possible. I'm using a Chilton manual which isn't the best. The schematic doesn't even show the ECT sensor even though there are two pages covering just the cooling system components. I'd like to put the proper signal(ground or 12vDC) to the PCM input and output for the fans, but can't quite figure out what these should be using this schematic. Does anyone know what the input to the PCM from the ECT should be or the output to the solid state relay(light green w/blue trace wire). If I could simulate the input and output to the PCM I could narrow it down to the PCM being my problem.
