you can have a bad clockspring that only affects the horn.
however we cannot just automatically assume that's the OP's problem without doing some basic troubleshooting.
First, determine if the horns are functional, determine the condition of the horn relay, determine if the horn circuitry is good to the air bag module, and determine if the contacts in the air bag module are in proper working condition.
The necessary tools for proper diagnosis include a Factory Service manual, Wiring diagrams, basic hand tools, a Volt/Ohm meter, and some jumper wires.

hey, if he can hear some clicking when pressing the horn button, then the clockspring would be fine since the horn button grounds the horn relay. When a relay is energized it clicks hence him hearing some clicking sounds like the relay is working so let's not chase him down a path of a part that doesn't show symptoms of being bad based on what is being reported
