Default 98 3.3L GC ECM question

Need help on a old GC. 2 Mechanics both said the ECM (Engine Control Module) need to be replaced, but they both quoted me a big bucks for replacing the ECM. So I went to junkyard and got one for the same model. Putting that one in and all the electric work well, but just couldn't crank the engine, the symptom just like when the battery has no power, but the battery is a brand new one and fully charged. Putting the original ECM back, the engine can be cranked, but just wouldn't start.
My guess is the ECM from junkyark might need to be re-programmed. could anybody let me know where there is tools can re-program it?

The dealer..... And the junk yard controller may have a problem too. Go to the dealer and have them install a reman controller and program it too.
