Default rear wiper works intermittently

Hi, all.

I have a 2002 Caravan and notice that the rear wiper generally works fine when there's no humidity outside but when there's rain/humidity, I can push the rear wiper switch and it won't start working for several minutes. When it does work, it starts very slowly but then picks up speed part way through the wipe.

Anyone know what could cause this? Bad wiring? Bad ground? If it's a bad ground, does anyone know how I would go about finding the ground location for the wiper motor (or how to get to the motor)?
