Default high fuel trim rough running

'96 grand caravan 3.3
stutters at low speed
checked ecm and found only one value that seems off
long term fuel trim 3 avg. 42%
short term 3 avg 51%
long and short on bank one stays around 6%
this is averaged over warm up and driving ~10 miles
no DTC stored
could this be causing the rough running
o2 sensors avg .5-.6
