Talking Wiper switch... Will not...

Wiper switch works when I use the windshield washer fluid. Will not operate the wipers at all. I turned the switch on, and nothing. A fuse maybe? Anyone please help.

You need to get someone with good diagnostic skills to trouble shoot this problem and repair as necessarry. It's not a fuse!

Its not a fuse problem. It would be the fuse only if the wiper didn't work at all. I don't know the year of your van. Sometimes it does help on what body style that you are driving. The wiper set up are not the same on all the body style. Problem could be switch, motor, bad ground or wiring. Or even BCM or FCM?

Since the wiper(s) work when the washer operates, it is getting power through that circuit path.

Is this the front or rear wiper?

Having grown up on British cars during the 60's and 70's, I would check the wiper switch itself to verify when the switch is "on" there is continuity between the (two) appropriate terminals. An alternative would be to remove the switch and jumper the two appropriate wires at the body harness connecter and verify the wiper motor works. Either way, you'll need the appropriate wiring diagram to verify which terminals/wiries to connect. If this doesn't get the motor to work, perhaps the intermittent delay "box" has an issue?
