The battery light comes on in my 2001 dodge caravan when I start it in the morning. Its winter over here so if it would be a battery issue I think that it wouldnt start. The light eventually turns off after several minutes. Has anyone else seen this issue on their van?

Do you have a volt gauge in the cluster? Does it read normal? There is a software update for the PCM for battery lamp illumination (TSB 18-023-03) if the battery is ok and the charging voltage is normal.
You didn't cut and paste the entire tsb??? Be aware to have a TSB done, you have to pay for it... these are not freebies like a recall. All you need to do is go to autozone and they will do a free electrical system test to see if the battery and alternator are working. If it's ok and the light is still acting up and you like any other dodge owner with no money, just ignore the light because you already know everything checks out. However if you are the rare exception to afford having the computer updated then by all means go for it,

This bulletin involves selectively erasing and reprogramming the Powertrain
Control Module (PCM) with new software.
2001 - 2003 (RS) Town & Country/Caravan/Voyager
NOTE: THIS BULLETIN APPLIES TO U.S. AND CANADIAN MARKET VEHICLES
EQUIPPED WITH 3.3L OR 3.8L ENGINE (SALES CODES EGA, EGM, OR EGH).
Vehicle operator may experience Battery light illumination.
Technician may find DTC P1594 - Charging System Voltage Too High.
Using a Scan Tool (DRBIII®) with the appropriate Diagnostic Procedures, verify
all engine systems are functioning as designed. If DTCs are present, other than
those listed above, record them on the repair order and repair as necessary
before proceeding further with this bulletin.

NOTE: WHENEVER A PCM/TCM IS REPLACED OR REPROGRAMMED, THE
SOFTWARE IN THE CONTROLLER AND DRBIII® MUST BE VERIFIED AS
HAVING THE LATEST REVISION LEVEL. IF A CONTROLLER SOFTWARE
UPDATE FLASH IS AVAILABLE, COMPLETE THE FLASH AND LABELING
REQUIREMENT AS DIRECTED IN THE APPROPRIATE SERVICE BULLETIN
IDENTIFIED ON THE TechCONNECT/MDS2.
1. Connect a battery charger and set as close to 14 volts charge as possible.
2. Flash the PCM using the TechCONNECT/MDS2 and DRBIII®.
NOTE: DUE TO THE PCM REPROGRAMMING PROCEDURE, A DTC MAY BE
SET IN OTHER MODULES (TCM, BCM, MIC, SKIM, ETC.) WITHIN THE VEHICLE,
IF SO EQUIPPED. SOME DTC’S MAY CAUSE THE MIL TO ILLUMINATE. ALL
DTC’S RELATE TO A LOSS OF COMMUNICATIONS WITH THE MODULE
THAT IS BEING REPROGRAMMED. CHECK ALL MODULES, RECORD THE
FAULTS, AND ERASE THESE FAULTS PRIOR TO RETURNING THE VEHICLE
TO THE CUSTOMER. ERASE ANY FAULTS IN THE PCM ONLY AFTER ALL
OTHER MODULES HAVE HAD THEIR FAULTS ERASED.
NOTE: THE FOLLOWING STEPS ARE REQUIRED BY LAW.
3. Type the necessary information on the “Authorized Software Update Label”
p/n 04669020 (Fig. 1). Attach the label to the PCM as necessary and
cover the label(s) with the clear plastic overlay.
