Inner Tie Rod end replacement...basic steps!
I am leaving shortly to help a friend stuck on the road, broken inner driver's side tie rod end on a '93 Caravan.
Does the outer tie rod end has to be disconnected from the wheel steering arm in order to screw on (replace) the inner tie rod end?
Need basic instructions soon...thanks!

You should be able to remove the inner tie rod without having to do anything to the outter. Jack up and remove the drivers side wheel. Take a dimension from the outter rod end to anywhere on the chassis that's near the the center of the car. Remove the boot at the rack so you can get at the inner rod's nut. Back off the nut until it's off the rack. Break the nut loose at the outter rod end. Unscrew the inner rod from the outer. Reassemble in reverse and use the dimension to set the inner rod and nut at the outter rod.

I replaced both inner tie rods on my 1993 Dodge Grand caravan a few weeks ago. It was a fairly easy job. I got the special loaner tool for removing them from O'reillys Auto Parts. It cost around $75.00, but if your return them within 48 hours they refund all of the money. I then went and had a wheel alignment.

Like most dodges and Chryslers, you had to replace the rack to get the inners done. They changed their policy on the Chryslers about 4-5 years ago after a "few" complaints. I assumed Dodge had done the same.
